GCM Upgrades in Australia: Rules, Limits and Approval Pathways

A Gross Combination Mass (GCM) re-rating may be available for some vehicles, but it is not the same thing as increasing braked towing capacity. Whether a change can be approved depends on the vehicle, its current ratings, whether it is new or already registered, and the rules applied by the relevant Australian registration authority.
This guide explains the national engineering principles and the main regulatory pathways. It does not assume that one approval process applies in every state or territory.
What is Gross Combination Mass?
GCM is the maximum permitted combined mass of a motor vehicle and the trailer or trailers it is towing, as determined or approved under the applicable vehicle standards and registration framework.
A towing combination must comply with every applicable limit at the same time, including:
the tow vehicle's GVM and individual axle ratings;
the approved GCM;
the vehicle's braked towing capacity (BTC), where specified;
the towbar, tow coupling and towball-download limits;
the trailer's Aggregate Trailer Mass (ATM), Gross Trailer Mass (GTM) and axle-group ratings;
tyre, wheel and suspension ratings; and
any operating, licence or registration conditions.
Meeting the GCM limit alone does not make a combination compliant.
GVM, GCM and towing capacity are different ratings
Gross Vehicle Mass (GVM) is the maximum permitted mass of the motor vehicle when loaded.
Gross Combination Mass (GCM) is the maximum permitted combined mass of the motor vehicle and its trailer or trailers.
Braked Towing Capacity (BTC) is the maximum braked trailer mass the vehicle is permitted to tow under the applicable rating.
Aggregate Trailer Mass (ATM) is the total mass of a fully loaded trailer when not coupled to the tow vehicle. Gross Trailer Mass (GTM) is the mass carried by the trailer's wheels when coupled; the remaining load is transferred to the tow vehicle through the coupling.
A GVM upgrade does not automatically increase GCM or BTC. Likewise, a GCM re-rating does not necessarily increase BTC. These figures must be assessed and approved separately where the jurisdiction permits them to change.
How to check the combination-mass margin
The practical calculation should use measured axle-group masses, not brochure tare figures.
As a simplified example, if an approved GCM is 6,500 kg and the tow vehicle's axles carry 3,200 kg when coupled and loaded, the remaining GCM margin for the trailer axles is 3,300 kg. The actual permissible trailer load may still be lower because of BTC, ATM, GTM, towbar, coupling, axle, tyre or other limits.
Do not add a coupled tow vehicle mass that already includes towball download to the trailer's full ATM without adjustment; that counts the towball load twice. A properly conducted weighbridge assessment normally records the relevant vehicle and trailer axle-group masses.
Does a GCM upgrade increase towing capacity?
Not automatically.
A GCM increase changes the maximum permitted combined mass. It does not, by itself, prove that the vehicle may tow a heavier trailer. An increase in BTC requires its own lawful approval pathway and supporting engineering evidence.
This distinction is especially important in Western Australia. WA's current guidance states that VTB-181A can re-rate GCM while retaining the original equipment manufacturer's BTC; it does not authorise a BTC increase.
For many owners, the compliant solution may instead be to reduce vehicle or trailer load, redistribute mass within allowable limits, upgrade the trailer where permitted, or use a tow vehicle with suitable factory ratings.
Pre-registration and post-registration pathways
Second Stage of Manufacture
Before a vehicle is first supplied to the Australian market, an approved Second Stage of Manufacture (SSM) process may alter ratings under the Commonwealth Road Vehicle Standards framework. The completed vehicle must be covered by the appropriate approval and entered on the Register of Approved Vehicles.
An SSM approval is not a general permission for any workshop to change a rating, and it is different from modifying an already registered vehicle.
In-service modifications
Once a vehicle is registered, the state or territory registration authority controls the administrative approval process. The Australian Design Rules remain relevant to the vehicle's compliance, while national codes and jurisdiction-specific standards may provide the technical assessment pathway.
For light vehicles, Vehicle Standards Bulletin 14 (VSB 14) is an important national technical reference, but it does not create one uniform Australian GCM-upgrade process. VSB 14 expressly leaves registration, inspection, certification and signatory administration to the states and territories.
For heavy motor vehicles above 4.5 tonnes GVM, Vehicle Standards Bulletin 6 (VSB 6) Section S covers vehicle-rating modifications. In Heavy Vehicle National Law jurisdictions, common modifications may be approved by an appropriately authorised Approved Vehicle Examiner. Western Australia and the Northern Territory administer heavy vehicle modifications through their own systems, although VSB 6 remains an important technical reference.
Why the state or territory matters
Australia does not have a single post-registration approval process for light-vehicle GCM changes.
For example:
Queensland lists LS16 as its light-vehicle GCM re-rating code. Queensland also states that interstate-certified light-vehicle modifications are not automatically recognised for Queensland registration.
Western Australia uses VTB-181A for eligible GCM re-ratings and requires the original BTC to be retained.
Other jurisdictions use their own engineering-signatory, inspection and registration processes, and may restrict or decline particular rating changes.
The relevant jurisdiction is normally the one in which the vehicle is registered or will be registered. Owners planning an interstate transfer should confirm acceptance with the receiving authority before committing to the modification.
What an engineering assessment may consider
The required evidence depends on the vehicle, target rating, modification design and jurisdiction. An assessment may include:
original GVM, GCM, axle, tyre, wheel, towbar and coupling ratings;
current modifications and measured axle-group masses;
the proposed operating configuration and trailer details;
chassis and tow-load paths, including local stresses and fatigue;
suspension, steering, axle and wheel-bearing capacity;
braking performance and brake compatibility;
handling, stability and electronic safety-system implications;
engine, transmission and cooling-system capability;
component traceability, installation quality and maintenance requirements; and
testing required by the applicable code, approval or statement of requirements.
Brake, stability or lane-change testing is not automatically identical for every GCM project. The engineer or approval authority determines what is required for the particular pathway.
Typical approval process
Define the operating need. Record the vehicle, trailer, intended loads and target ratings.
Measure the combination. Obtain reliable axle-group masses in representative loaded and coupled conditions.
Confirm the jurisdiction and pathway. Establish whether the work is pre-registration or post-registration and which authority will accept it.
Complete a feasibility assessment. Do this before purchasing parts or beginning fabrication.
Install and document the approved modifications. Retain component evidence and staged inspection records where required.
Inspect and test. Complete the tests specified for that design and jurisdiction.
Obtain approval documentation. Depending on the jurisdiction, this may include an engineering report, certificate, modification plate, permit, inspection record or registration-authority approval.
Update registration and other records. Follow the authority's requirements and notify the insurer of the modification.
Certification confirms compliance with a specified approval pathway; it does not guarantee insurance cover, vehicle warranty or acceptance by every jurisdiction.
Insurance and warranty
A vehicle modification may affect insurance or warranty arrangements. Owners should disclose the modification and approval documentation to their insurer and confirm cover in writing. Warranty questions should be directed to the vehicle manufacturer or dealer, because the effect can depend on the component and the cause of a later failure.
Frequently asked questions
Does a GVM upgrade automatically increase GCM?
No. GVM and GCM are separate ratings. A GVM upgrade does not automatically change GCM or BTC.
Does a GCM re-rating automatically increase BTC?
No. A higher GCM does not necessarily authorise a heavier trailer. BTC, ATM, GTM, towbar, coupling and axle limits still apply.
Is a post-registration GCM upgrade available everywhere in Australia?
Not as a single uniform approval. Availability and requirements depend on the vehicle and the registering jurisdiction. Confirm the pathway before modifying the vehicle.
Will every approved vehicle receive a modification plate?
No. The evidence issued varies by jurisdiction and may include a plate, certificate, permit, engineering report, inspection record or registration update.
Can any mechanic certify a GCM change?
No. Certification must be completed by a person authorised for the relevant modification and jurisdiction. A mechanic may perform installation work but does not automatically have authority to approve a rating change.
