About the Principal Engineer and Managing Director
Daly Kelly is a Chartered Mechanical Engineer, Queensland Approved Person, Vehicle Engineering Signatory and Registered Professional Engineer of Queensland (RPEQ), with 20 years' experience in rotating equipment, mechanical engineering and asset integrity.
Since 2016, Daly Kelly has built an engineering business serving vehicle owners, fleets, dealerships and the mining sector across Australia. KME specialises in GVM upgrade certification, vehicle-modification design, light and heavy vehicle engineering, braking assessments, and towing and load-carrying solutions for 4WDs, commercial vehicles and fleet applications.
Starting in the Northern Territory, Daly has built an Australia-wide service with inspectors in Queensland, South Australia, Western Australia and the Northern Territory. He and his team also support other jurisdictions through planned travel and work with 4WD service workshops and automotive-parts manufacturers to develop solutions for standard and complex vehicle-engineering projects.

The outcome applies to the assessed configuration and does not establish regulator acceptance or current eligibility for other Rangers.

Structural certification for a 1973 Holden HQ Monaro restomod build — supercharged 5.7L V8, Magnum coilover rear suspension, Wilwood brakes, and rear chassis rails notched 35mm with custom wheel tubs to clear 15x10" rears. Certified under VSB 14 (chassis/body and suspension substitution).
