Who can certify a vehicle modification in Queensland?
For light vehicles, complex modifications covered by a Queensland-approved modification code must be inspected and certified by an Approved Person authorised for the relevant code. Heavy vehicle modifications may require approval by an appropriately authorised Approved Vehicle Examiner (AVE) and, for complex modifications outside the NHVR Code, approval from the NHVR as well.
Do I need an Approved Person for a Queensland light vehicle modification?
Not every modification requires Approved Person certification. Minor modifications and basic modifications can be carried out without Approved Person certification where the applicable requirements are met. Complex modifications must be performed in accordance with a Queensland-approved modification code and certified by an Approved Person authorised for that code.
Can KME Vehicle Engineering certify vehicle modifications in Queensland?
Yes, for modifications within the applicable accreditation scope. Daly Kelly of KME Vehicle Engineering is listed on the Queensland Government Approved Person register with accreditation across a broad range of modification codes. The exact pathway depends on the vehicle, modification and relevant code.
Does VSB 6 apply to heavy vehicle modifications in Queensland?
Yes. VSB 6 is the national technical standard used for many common heavy vehicle modifications under the NHVR framework. Common modifications that comply with the NHVR Code may be approved by an Approved Vehicle Examiner. Complex modifications outside the NHVR Code require NHVR approval as well as AVE certification.
Is an interstate modification certificate automatically recognised in Queensland?
Not necessarily. For light vehicles, modifications performed and certified in another jurisdiction are not automatically recognised in Queensland and may require TMR approval or certification by a Queensland Approved Person before registration. Heavy vehicle recognition operates differently under the participating HVNL framework.
Does a GVM upgrade increase towing capacity or GCM?
No. Increasing a vehicle's GVM does not automatically increase its GCM or towing capacity. These are separate ratings and must be assessed independently for the specific vehicle and proposed modification.
Can KME Vehicle Engineering help before modification work starts?
Yes. Early engineering review can help identify the likely modification code, technical evidence, inspection requirements and approval pathway before substantial modification work is completed.
